As a technically competent engineering and construction contractor, Opal can characterize sites, perform investigations and provide engineering designs and consulting services for our clients. After completion of the design, the project team can continue with construction oversight and management services in the field or construct the project on a design/build basis using our in-house construction personnel.  In addition to the scientific and engineering consulting services, Opal routinely provides construction consultation including master planning, budgeting, scheduling and expert witness testimony.

Engineering and Consultation Projects

    Corrective Measures Implementation- Yorktown, VA

  • Retained to review and redesign an inefficient and costly Corrective Measures Implementation (CMI) program, previously designed by others, for a refinery
  • Prepared all Work Plans and Health and Safety Plans, conducted field investigations, prepared design drawings and specifications for the redesigned CMI
  • Supervised the excavation of 200,000 yd3 of waste from 10 Solid Waste Management Units (SWMUs) and consolidation of those materials in an on-site, 12 acre, Corrective Action Management Unit (CAMU)
  • Established and maintained a computer-automated air quality monitoring system
  • Oversaw construction of the CAMU multi-media cap components, including a select soil fill, geosynthetics, topsoiled/riprap surface and gas venting system
  • Cleaned, inspected and repaired 10,000 linear feet of refinery sewer line and associated manholes

    Saluda Dam CPM Scheduling - Lexington, SC

  • Provided Critical Path Method (CPM) scheduling and cost-estimating related to a $200 million Roller-Compacted-Concrete (RCC) seismic refurbishment of the Saluda dam
  • Updated the schedule to verify if the prime contractor was meeting critical schedule milestones
  • Evaluated the prime contract language and RCC price quotations for the work

    Truck Loadout Facility Improvement Design - Beatrice, NE

  • Designed modifications to prevent the excessive collection and treatment of precipitation entering the secondary containment system of a four-bay truck loadout facility while complying with state regulations
  • Preparation of construction drawings and specifications for the design modifications
  • Demolition of an existing perimeter concrete berm system that collected rainfall from a large surface area
  • Replacement of the perimeter containment berm system with a new trench drain and underground piping system around each truck bay to limit the collection of surface water while providing secondary containment
  • Observed the excavation, pipe installation, backfilling and concrete flatwork to confirm compliance with the construction documents
